CARE Foundation - A Hub of Preschool Program

As CARE Foundation promises to EDUCATE AND ENLIGHTEN INDIA, the sector named CARE School Network has taken over the charge to spread the process of MAN MAKING EDUCATION in every nook and corner of the society. The main intention of CARE Foundation is to incorporate those individuals in our CARE Foundation family, who do not think Education is a purchasable commodity only, and also those who are finding an opportunity to contribute something to the society.

In the first phase we are going for equitable, sustainable and quality education for PRE-SCHOOL PROGRAM.
In a nut shell, we want to spread our unique, scientific and modern teaching methodology among every substrata of the society and to get maximum number of beneficiaries. Our method of instruction is basically an amalgamation of Indian values and Western technology and application based smart open minded but disciplined methodology. This simple method has unfurled the inner potential to the best in different socioeconomic background of Indian society. It is for all, and accordingly at par each individual learner,

How can we define a Pre-school?

A pre-school also known as : Nursery School/Preprimary School/Play School/Kindergarten School/Anganwadi/Balwadi, - is an educational establishment or learning space, which offers early childhood education to children before they begin compulsory education at primary school.

Why will a child sent to a pre-school?

Pre-school is universally expected to increase the young child’s ability to
  • Perform basic self care tasks that is in other words we can call it as school readiness program which makes a child ready to go to elementary schools – physically and mentally.
  • To encourage children to develop self confidence, self esteem and to feel valued as an individual – is the main objective of this program.
  • A child’s social, intellectual and physical development through play and structural activities prepares them for a smooth transition from pre-school to school (primary).
  • Cognitive development, process of social interaction is the second most important  feature here.

All over the world these schools are run publicly or privately or may be subsidized from public funds.

Pre-schools – in India.

Pre-school education like other forms of education, is intended by the society. The Pre-school education in India is not yet recognized well by government. Although a complete draft of curriculum [www.ncert.nic.in>pdf_files] has been prepared and along with rules and regulations has been send to states. Some state governments have implemented it and started the registration of pre-school but in majority of states there is no clear rules. But in India Pre-school/Play schools are nowadays very high in demand. This industry is growing at the rate of 24.5 CAGR (Compound annual growth rate – a business that provides a constant rate of return over the time period in GP ratio). But almost 70% of these schools are still unorganized and run by local people due to lack of Govt. regulations and rest 30% are run in a Franchise Model – mostly better organized and high budget.

From 2015-16 academic year, the School Education Department, through a Govt. resolution, fixed the minimum age for admission to Nursery at 3 years and 6 years for Std I by 2018-19. Several schools currently admit students in Nursery at the age of 2.5 and at 5 years in class I. So in 70% cases – in the play schools which are run by the localites by poorly trained or untrained non/pseudo – educators, are overcrowded with unsuitable curricula – which diminish the quality of the education system and is definitely limiting children’s futures by denying them opportunities to reach their full potential. On the other hand children enrolled in pre-school program, are more likely to develop critical skills, they need to succeed in school and less likely to repeat grades or drop out. (Ref UNICEF)

I.                    Investment though pre-primary education provides the highest return on investment of all education subsectors, yet it receives the smallest share of Govt. expenditure compared to primary, secondary and tertiary education.

II.               Progressive growth of P – P system (while improving quality) Efforts to scale up access to pre-primary education with  QUALITY.                                                                  Quality is the sum of many parts including: teachers, families, communities, resources and curricula.                                                                                                                    Without adequate safeguards for quality expansion, effort can intensify education inequities.
A scenario: (Ref: www.unicef.org/education)                                          9.3 million teachers required to achieve universal pre-primary education                   50% of preprimary teachers in low income countries are untrained                           5% of preprimary teachers globally work in low income countries

III.                Vulnerable Populations are not the last to benefit Early childhood Education (ECE) has been slow and inequitable, both across and within country. To ensure no child is left behind, Governments should adopt policies that commit to universal pre-primary education and prioritize the poorest and hardest to reach children at the start of the road to universality, not the end.

Why is quality Pre-Primary Education lacking?

1.       Giving less weightage to the fact
                                                                      ⇓
Early childhood is a critical period of development
2.   Widespread misconception of the fact                                                                                                                        ⇓                                                                                                   What constitutes Quality Pre-primary Education
3.      Focus on any access alone, that comprises Quality

                                                   ⇓
                           Teacher/family/communities/resources/curricula
4.
Multiple conflicting priorities                                                                                                                        ⇓                                                                                           nutrition, health, social protection, and child protection
5.      Lack of accountibility for quality and equity in pre-pimary education.

Some Scalable and Sustainable Pre-Primary Education Model

1.      BRAC Pre-primary Schools (Bangladesh)                                                                                                       Hippocampus Learning Centers (India)                                                                                                                                equipping local community members (including parents) with skills to provide pre-primary eduction.
2.      School Readiness Programme (Tanzania)                                                                                                                           accelerated school readiness training for Grade I teachers or community volunteers for education quality improvement programme.
3.      Kidogo Model (Kenya)                                                                                                                        “Hub and Spoke” model of pre-primary education where a high quality centre becomes a best practice hub and serves as a resource for surrounding centres (spokes).
